The maintenance has always been kept up on the buildings. One of the big 300 person cell houses has only cold water to the cells and another small cell house only has communal dormitory type facilities but other than that It is an "up to date" place.

As most of you know I spent just under 30 yrs working for the Iowa Department of Corrections

Going from a "super max" type Maximum to a low security institution will lower the number of staff needed to run the faculty....They are grossly understaffed right now for the Max level and if they lower the 25% retention more will leave that will be enough attrition to cover the "loss"...
