    Same in Canada; suspects have been arrested, charged, and convicted, while operating farm equipment, or while on a electric-assist bicycle, or, as happened in my city several years ago, while seated in an electric propelled wheelchair, going down a public road.

    Ahh, the advantages of being a Sheriff Deputy, State Trooper / Patrol, or RCMP member, working in a municipality that is part of their County, State, or Province, rural area, or even Contract area, and NOT having to bend-the-knee to the small-town / smaller-minded politicos!

    I "get" the not-arresting, given the time-lag from scene to test site; I was a breath-tech, so would do my own, if another member was not available, but did, shamefully, also let the odd borderline driver go with a sober driver without further action, given such time-lag.
