I assume she's your age. Yes, she does want you to pursue her. That's a stroke to her ego. Next, you and she had a fling, but she stopped talking to you when HE said so. Honey, she's not scared of him, she made a choice at that time. Also, you were probably a rebound and ego stroke for her at that time.

Now. She's told you how she feels, true, but it seems like she still wants to see you to beg for it. That's a young girls game.
