Wedgie??/ I dont think so,with all the petticoats etc they wore back then I would assume you would need a pick axe to get to the sourceNOW,while crossing a bridge,where I would assume there is a bit of a breeze,perhaps she is holding the dress down to prevent anything(such as an ankle) from showing.
