Pc Kevin Church, 46, was riding an unmarked police motorcycle along the Redbourn to Hemel Hempstead road when the accident happened.
Hertfordshire Police said he was involved in an "on-going police operation" at the time of the accident, which happened on Tuesday morning.
The Independent Police Complaints Commission has attended the scene. 'Highly experienced officer' Hertfordshire Police Chief Constable Frank Whiteley paid tribute to Pc Church.
"He was a highly experienced and respected officer and our thoughts are with Kevin's partner and family," he said.
Pc Church lived in Stevenage with his partner, who also works for the police.
He had been with Hertfordshire Police since 1977. In 2000 he was awarded a long service and good conduct medal.
