      Very true! And, there is a reason for that. Those individuals failed to qualify for the CHP during the merger and/or chose not to become CHP officers.

      They are, however, under the jurisdiction and supervision of the CHP and will continue to be so until all of them are retired, have resigned or are terminated. At that point, there will be no one in CA with that uniform.

      Their peace officer status is strictly limited to security guard duties. It is unfortunate for them as they do not benefit from the full CHP retirement program, promotions, etc.

      The department formerly known as the California State Police is no longer an organization - it has been assimilated by the Highway Patrol.

      Addressing other issues: The CHP has been called and participated in many incidents of civil disobedience - Watts riots (1965); Berkeley riots of the 1960s; ELA riots (1970); Pomona riots (1970); UC - Santa Barbara riots (1970); L.A. riots (1992); etc.

      I have personally been an active LE presence at a number of those scenes.

      Additionally, the CHP has been called in the past to assist in quelling prison riots at San Quentin, Chino and a few others.

      It is true, the primary duties of the CHP are:

      Prevent Loss of Life, Injuries, and Property Damage - To minimize the loss of life, personal injury, and property damage resulting from traffic collisions through enforcement, education, and engineering. To enforce the provisions of the California Vehicle Code and other laws to prevent crime.

      Maximize Service to the Public and Assistance to Allied Agencies - To maximize service to the public in need of aid or information, and to assist other public agencies when appropriate.

      Manage Traffic and Emergency Incidents - To promote the safe and efficient movement of people and goods throughout California, and to minimize exposure of the public to unsafe conditions resulting from emergency incidents and highway impediments.

      Protect Public and State Assets - To protect the public, their property, state employees, and the state's infrastructure. To collaborate with local, state, and federal public safety agencies to protect California.

      Improve Departmental Efficiency - To continuously look for ways to increase the efficiency and/or effectiveness of departmental operations.

      The agency's statewide span and numbers of officers on duty at any given hour makes them the largest on-duty, publically available law enforcement agency in the state. Hence, they commit one-half of all on-duty personnel to assist ANY agency in times of need - terrorist activities, floods, earthquakes, fires, civil disobedience, etc upon request and with the approval of the Governor, Secretary of Transportation, Attorney General or the Commissioner of the CHP. A sheriff or chief of police merely needs to make the request.

      Additionally, I have been involved in many investigations of a criminal matter; been assigned to supress gang activity in local jusidictions and assisted in investigations involving inappropriate law enforcement activities. I have worked Executive Protection, Aerial Enforcement, Planning and protecting the 1984 Olympics in So. CA.; political conventions protection; road patrol and special enforcement teams.

      Addressing abandoned vehicles on the roadway.

      It is the duty of each officer to make a physical examination of any suspicious vehicle parked or abandoned along any highway or roadway - CHP, Sheriff or Municipal - especially in today's society. If CHP requests an allied agency to do so I would imagine it is because there is no CHP officer immediately available or it is within the eminent jursidiction of said agency being requested.

      It is really within the best interests of all concerned that each agency and its officers promote and practice good allied commaraderie and social interaction regardless of duities, responsibilities and uniform - NATIONWIDE! We are all brethren.

                            I was under the impression that the CHP had been expanding it's duties out of simple necessity of late, they are the only other presence besides the sheriff's office in unincorporated areas, and with rural crime on the rise...

                            My friend is currently going through the process with them right now, and I'm seriously considering it when I graduate this fall... Thanks to all you baby boomers who are retiring!

                                I have to get out there and go on some ride alongs, I'm trying to figure out what sort of agency I would enjoy most, right now the idea of a big city PD seems attractive, lots of activity and opportunity...

                                ...However, the local Sheriff still has smokey the bear hats, and striped pants, so really... Tough decision!
