Well, neither the Chief nor Sheriff seemed to be too impressed by the governor's actions, and the article mentions that it is a "civil violation" so I can't imagine it would be very high on their list of priorities for enforcement, other than maybe as a tack on charge or a way to get some kind of charge against gang members and other problem people that might be otherwise difficult to arrest at the time. Also don't see it surviving a constitutional challenge either.

Unfortunately, I don't think they can make an arrest for violating the US Constitution either at this point. Would probably need to wait until the courts strike it down, then have the US Marshals make an arrest if they refuse to comply.
