Does any PD use a 3rd party administrator to manage their secondary / outside employment?

My agency has a large amount of outside jobs, but rarely get paid in a timely manner; sometimes it can takes months. We use a retired Lt. to everything, but my agency is looking into a 3rd party.

Does anyone recommend or advise against any companies. I've heard of Extra Duty Solutions and Jobs 4 Blue, but don't know anyone who's interacted with them.
