    Who is George Kelling, you ask?

    For anyone who took CJ-101, or Police and Society-212 in college, you probably recall hearing about the "Broken Windows" approach to policing....

    You know, if one window at a factory gets a rock tossed through it today, tomorrow there will be two broken windows, next week there will be ten broken windows, and soon all the windows will be broken and what started as a little fixable problem eventually became a huge unmanageable mess.

    The metaphor for LE: one panhandler becomes two panhandlers, one squeegee washer at an intersection becomes ten squeegee washers, one homeless guy living in a park becomes twenty homeless people, and on and on, the little unwanted activities that tear at the fabric of a community begin to become harbingers of more serious crime.

    This theory changed policing significantly and is credited for transforming places like Times Square.

    Read a journal article by him and Bratton in college. I wrote a reasearch paper on his theory.
