Tim, This email should be forward to all FOP Presidents and any other Law enforcement unions or highway associations including the State Police Associations. And send the message loud and clear, ' THAT WHAT GOES AROUND, COMES AROUND " .The clown that wrote that unsigned response to the Lt. sounds like a threat to me, and should be recorded and sent to the Governor of Virginia.

Carl,
I don't know how up to date you are on this so I apologize if you've already seen all this.
Here's my email to the VSP.
I'm appalled! The NYPD gets pulled over by the Virginia State Police while they were in MARKED NYPD police cars as they were GOING and COMING from helping the victims of hurricane Katrina in New Orleans? What a disgrace and slap in the face to those proud and brave NYPD officers. The State of Virginia in general and the Virginia State Police in particular owe the NYPD an apology. Our officers were escorted through each and every state EXCEPT VIRGINIA on their journey to Louisiana.
The Virginia State Troopers that stopped the NYPD should be reprimanded for their nonsensical actions. The incident has certainly left a bad taste in my mouth and I shall continue to bad mouth these no class representatives of Virginia. I cringe at the thought of having to include these classless officers as "brothers".
It is my sincerest wish that I can return the favor someday.
Charles A. Meleski
Detective (Ret.) NYPD
Here's their response:
Your message has been forwarded to the Bureau of Field Operations, [email protected] (804) 674-2088.
Here's my email to the Lt.
Sir:
I am a retired detective and was assigned to various Bronx commands during my 20 year tenure with the department. I received a copy of your email to the Virginia "powers that be". Prior to reading YOUR words, I read other accounts of the incident in Virginia and just yesterday sent a scathing email to the very same email addresses, expressing my personal view of their actions toward the NYPD.
I intend to forward your email and pictures to a lot of other law enforcement people that I know in other states. I believe the Virginia "powers" need to see how appalled we are over their actions.
Thank you for your continued service to our great city. You stay safe out there.
Sincerely,
Charles A. Meleski

Here's the Highway Lieutenant's email to the VSP:
TO THE SUPERVISORS AND STATE OFFICIALS OF THE BEAUTIFUL STATE OF VIRGINIA I WOULD LIKE TO GIVE YOU MY PERSONAL GREETINGS AND ALSO TAKE THIS MOMENT TO ADDRESS A MATTER OF IMPORTANCE.
I AM A FELLOW LAW ENFORCEMENT OFFICER THAT WORKS FOR THE NEW YORK CITY HIGHWAY PATROL. I AM ALSO A PROUD CITIZEN OF THIS THE GREATEST COUNTRY EVER, THE UNITED STATES OF AMERICA. MY CONCERNS ARE AS FOLLOWS:
RECENTLY WE AS A NATION, HAD A TRAGIC AND CATASTROPHIC NATURAL DISASTER INVADE OUR HOMELAND AND CAUSE AS YET UNTOLD LOSSES OF LIFE AND DEVASTAING DAMAGE. ESTIMATES ARE CURRENTLY IN THE LOW ONE THOUSAND TO AS YET UNDETERMINED NUMBER OF CASUALTIES. PROPERTY DAMAGE AND UNRECOVERABLE PERSONAL ITEMS TOTAL NOW IN THE BILLION DOLLAR RANGE. HURRICANE KATRINA (NAME DESTINED FOR RETIREMENT) WAS UNDOUBTEDLY ONE OF THE WORST NATURAL DISASTERS TO HIT OUR NATION IN THE LAST CENTURY. A NATION WATCHED AS CITIES SEEMINGLY WERE BEING WIPED OFF THE MAP AND NO SEMBLANCE OF WHAT ONCE WAS CONTINUED TO EXIST. IN OUR DARKEST HOURS THE PROUDEST NATION ALONG WITH THE WORLD STARTED TO FORMULATE A RESPONSE AND ALTHOUGH SLOW AT FIRST AND SHOCKINGLY SO, THE RESPONSE EVENTUALLY CAME.
ONE OF THE RESPONSES CAME FROM A PLACE ALL TO FAMILIAR WITH TRAGEDIES AND GREAT LOSSES. NEW YORK CITY!!! PERHAPS THE ONE CITY VIEWED IN ALL OF THE WORLD AS THE CAPITAL OF THE WORLD. A CONTIGENT OF APPROXIMATELY 172 OFFICERS AND COUNTLESS CIVILAIN SUPPORT PERSONNEL WERE AMONG THE MOST MOTIVATED AND SELFLESS INDIVIDUALS WHO TOOK THE CHALLENGE OF LEAVING THE SAFETY AND COMFORTS OF HOME AND FAMILY TO ENDURE THE LONG TRIP TO HELP THOSE WHO WERE THE MOST AFFECTED BY HURRICANE KATRINA. NOW FOR THE SAKE OF BREVITY I WILL COME TO THE POINT.
THE MATTER THAT MOST CONCERNS ME WAS THE HANDLING OF OUR MOTORCADE OF HUMANITARIAN ASSISTANCE ENROUTE TO THE GREAT STATE OF LOUISIANA WITH SUPPLIES, RELIEF PERSONNEL AND THE HEART OF AMERICANS WHO CARE. VIRGINIA STATE TROOPERS CHOSE TO PULL OVER THE ENTIRE CARAVAN OF MARKED NEW YORK CITY POLICE VEHICLES AND OTHER BUSES AND SUPPORT EQUIPMENT. THE REASONS FOR THE LARGEST CAR-STOP IN AMERICA EVER WAS PROFOUNDLY STATED BY YOUR ELITE TROOPERS AS FOLLOWS.
"BOY, DO YOU KNOW THAT IN THE STATE OF VIRGINIA YOUR NOT ALLOWED TO USE EMERGENCY LIGHTS UNLESS YOU ARE RESPONDING TO AN EMERGENCY?"
" ALSO AS YOU ARE OUTSIDE OF YOUR JURISDICTION YOU ARE JUST CONSIDERED COMMERCIAL VEHICLES AND ARE NOT ALLOWED TO RIDE IN THE LEFT LANE SO YOU MUST REMAIN IN THE RIGHT LANE."
NOT ONLY WERE THE TROOPERS READING THE LEAD OFFICER AND NYPD SUPERVISORS THE RIOT ACT THEY SHOWED NO RESPECT FOR FELLOW LAW ENFORCEMENT AND FOR THE CAUSE AT HAND.
IT IS DISHEARTENING THAT THE CONTRIBUTIONS THAT THE GREAT STATE OF VIRGINIA HAS MADE WILL BE FOREVER MARRED BY THE ELITE STATE TROOPERS WHO PULLED OVER THE MOTORCADE NOT ONCE BUT TWICE, GOING AND COMING BACK. IT IS A DISGRACE TO LAW ENFORCEMENT COMMUNITY FOR THIS EGREGIOUS BEHAVIOR AND LACK OF COURTESY PROFESSIONALISM AND RESPECT FOR THE PEOPLE THAT PROTECT AND SERVE THE GREATEST CITY IN THE WORLD, NEW YORK CITY. AS ARROGANT AS THAT SOUNDS IT IS DETERMINED BY PRIDE AND NOT ENVY, JEALOUSY OR OTHER NEGATIVE EMOTIONS. WE ARE PROUD TO BE NEW YORKERS, WE ARE PROUD TO BE UNITED STATES CITIZENS AND MOST OF ALL WE ARE PROUD TO BE MEMBERS OF THE LAW ENFORCEMENT COMMUNITY. I HAVE TO SAY IF THERE WAS A UNITED NATIONS FOR LAW ENFORCEMENT, VIRGINIA STATE TROOPERS WOULD PROBABLY NOT BE A MEMBER OF THIS ORGANIZATION. NOW ONE LAST THING, A BLANKET INDICTMENT OF THE VIRGINIA STATE TROOPERS IS NOT THE GOAL OF THIS EMAIL, BUT RATHER IT IS TO ENLIGHTEN THE POWERS THAT BE IN YOUR GREAT STATE OF THE IMPORTANCE OF COMRADERIE AND OF BEING HUMANITARIANS.
I WANT TO THANK YOU FOR YOUR TIME AND I INCLUDED TWO PICTURES DEPICTING THE CAR-STOP OF NYC POLICE BY VIRGINIA STATE TROOPERS.
REMEMBER ONE THING IF AN OFF-DUTY NYC POLICE OFFICER WAS TRAVELING THROUGH THE STATE OF VIRGINIA AND SAW A TROOPER GETTING HIS LIFE HANDED TO HIM/HER, THE NYPD MEMBER WOULD AT RISK TO HIS/HER SELF AND FAMILY/FRIENDS/PASSENGERS PULL OVER AND HELP THE TROOPER REMAIN A TROOPER ON THIS EARTH AND NOT A TROOPER PATROLING HEAVEN OR HELL. THAT IS A PROMISE! INCIDENTS LIKE THESE CAUSE DOUBTS THAT MAY MEAN SECONDS THAT MAY MEAN A VIRGINIA STATE TROOPER'S LIFE.
ENOUGH SAID!!!!!!!!!
Here's their response to the Lt:
Well, I assume that you are a lieutenant, which shocks me with the childish way you have handled this situation. I have a hard time deciding on wether I am mad at the trooper for stopping the entire caravan of vehicles or the attitude that I met when I read you email message to our department. It seemed as if you were yelling the entire time it was written and for that matter I say once again a childish way to handle this situation. I have troopers on the road in my office probably half your age with less that a year experience that would enter this situation in a more adult way than you.
As for the stop itself I think there is more to the whole situation than was revealed to us by you. Impeding the flow of traffic will drum up enough calls for us to go out there and ask you to move over to the right lane. Secondly if you were hauling butt in my area you would surely get to know me. As for running down the road with your lights on I see where that trooper is coming from. VA law states that you can do so if you are en route to an emergency and seeing that you are merely going down to reinforce the already in place emergency personnel you are not in "emergency mode".
Personally, I used to extend professional courtesy to all LEOs, but I no longer do. In fact I teach my probates that professional courtesy is abused and whether or not they continue on with my practice it's their decision. I stop too many LEO and feel that it is abused and I have over the years stopped all too many officers from NYPD. In fact I got one last week and he got my name and a court date with a jailable offense. Do I feel bad for writing officers? Yes, I do, but am I out there abusing the law? NO!
In closing, because I could go on for hours because you disgust me with your childish ways of handling this I will add this last thing. This could have been handled in a better way without blasting this department as a whole, without including a picture of the trooper, and probably without meeting the trooper with the attitude I think he was met with especially after reading your message. Furthermore, your message made it out from our headquarters to just about all our offices over the weekend and I know it hangs in my office with the message above that reads "write all NYPD officer...they are the true *******s". So, all you have done is caused more of your officers to have the opportunity to learn our court system when they pass through our fine state.
Thanks for your charming email and I'LL SEE YOU ON THE SIDE OF THE ROAD WHEN I WRITE YOU YOUR OWN SUMMONS.
Virginia State Trooper
Here's my return to the Lt:
My blood is boiling and steam is coming out of my ears. I'd just love to meet this guy face to face!
!What can we do, either individually or as a group, to correct this situation? Personally, I don't think it needs correcting...I think the public needs to be made aware.
Let me know if, and how, I can help.
Thanks,
Charlie
PS Would you please send me the email address of this low life Virginia Trooper please.
Thanks,
Charlie
So far I haven't heard back from the lieutenant. Do you know if this is being addressed by anyone?
See you later tonight.
