UK detective wants help in catching burglars

I am a detective inspector in an area 60 miles from London. The area is very run down. Over recent months we have had an ever increasing domestic burglary rate ( breaking into peoples homes). We have an intelligence led policing approach but the low life seems to come out of prison more quickly than we can put them away. Do you have any ideas (however small) that we can use? Jon
