Clerk accused of misusing public funds
Items charged on a city-issued credit card led to the arrest and
firing of a convention center employee.

HAMPTON -- An account clerk for the Hampton Roads Convention Center
is accused of using her city-issued credit card to buy thousands of
dollars worth of goods and services for herself, including an online
manual on how to pass a polygraph exam, city officials and police
    said.

Kimberly Eaton, 40, of the 800 block of New Bern Avenue, was charged
with embezzlement of public funds, a felony, a police spokeswoman
said Monday. The city terminated her employment on Friday, a day
after Eaton's arrest, a city official said.

Joe Tsao, acting director of the convention center, asked for the
investigation after a review of an American Express account raised
suspicions. "There were a lot of personal items and services
    purchased," Tsao said.

Detective Sgt. Al Banwell, a property crimes supervisor, listed some
of the suspicious transactions in a search warrant affidavit.

They included two charges for DirecTV service and a variety of
purchases at such retail chains as Wal-Mart, Kmart, Home Depot and
Lowe's. The American Express card paid for groceries, clothing and
flowers - items that were not used by Hampton Roads Convention
    Center, Tsao said.

On Aug. 1, city officials found a charge of $44.95 to an online
polygraph service for a downloadable manual on how to pass a lie
detector test - two days before Eaton took a polygraph test, Banwell
    noted in the affidavit.

City investigators also retrieved an e-mail from Eaton's file in
which she asked a polygraph expert for tips on taking a polygraph
examination. The Web site, polygraph.com, offered a downloadable
manual and online video, according to the search warrant.

Eaton started her employment as a convention center account clerk in
December. Tsao said Eaton was authorized to purchase items for the
Hampton Roads Convention Center and also processed American Express
account statements for herself and others in the office.

Tsao said city officials are still sorting through records to
determine the total loss from unauthorized charges but that a
preliminary estimate is between $5,000 and $10,000.

"There was a lack of control and oversight," he said. The city has
    canceled the account.

Eaton is free on bond. A hearing is scheduled in district court on
    Friday.
