      There's a pic showing bullet impacts in the 'bullet proof' glass where, IIRC from having been inside that PD, the dispatcher would have been seated. I can't figure out WHY the dispatcher came OUTside the protection aforded by that glass.

        Maybe the dispatcher wasn't inside the protected are when the shooting occured. You can't make assumptions about why's and how's, when you don't know what the evidence says about what happend.
