Those are night vision goggles.

The caps have a hole in them about 1/16 inch in diameter to let the daylight in. He can see perfectly well though those binoculars.

i have seen a picture very similiar to that of bill clinton. i wonder if someone photoshopped bush into the picture and took clinton out. it happened at the DMZ between north and south korea if i remember correctly.

Dubya, I think you are correct. A buddy of mine stationed along the DMZ was with Clinton that day and got ahold of his binoculars. Inside the lens cap covers he found nude pics of Monica Lewinsky. I think he said bill spent 45 minutes looking through the binoculars.

I think it was photoshopped too. There is a tiny smidgeon missing from the officer's shoulder if you look closely.
