Traffic Law Question for My Fellow Troops

I am a Traffic Cop in Portland Oregon. We have had several officers injuried or killed on traffic stops by motorists. I'm trying to draft a law requiring motorists to move over a lane when they come upon a traffic stop. Does your state have such a law in place? If so, Please email me.Thanx
