"Not qualified" and "not the most qualified" are two different things.
"Not qualified" simply means that you don't meet the bare minimum qualifications for the job. Things like age, schooling, prior experience, etc. Or there were things that DISqualified you, such as arrests, poor driving record, drug use, etc.
"Not the most qualified" means that you met their standards, but there were people that scored better than you overall. For example, if there were 20 openings, they could have taken the top 20 people. For all you know you could have been #21.
Don't get discouraged by this. If they're willing to tell you, see if you can find out what made you "less qualified" than the people they did hire, and work on improving those areas.

Sorry to hear the news. Don't give up and I am sure that you will be successful next time.
Trust me, I have received the dreaded letter and I know how it feels. I don't have as many as Insane does (she is the SME on this *),so I would defer to her advice.
Hang in there and it will work out for you.....
*SME= Subject Matter expert....Don't want anyone else to come up with something more creative

You may very well have been qualified for the job. You may have not been the "right fit" for the job right now. Keep your head up. It is tough to get a job in Wisconsin and I am not sure how it is in Virginia. I got rejected many times. Each time, I picked up something from the interview or test to improve on the next time. Drew, In many places a rejection does not mean your application is "dead". They may still select from that same list until another test date is posted.
I got the phone call a little over a year after I took the test. (I also had many rejections).
