DOD - QDR
The DOD has released it's Quadrennial Defense Review, which outlines the administration's military strategy for the next three years. Some recomendations of the QDR is to:
* Creation of joint multi-service task forces.
* Maintaining a global military presence.
* The creation of a new regional Commander in Chief for home land defense. The CINC would have equal standing with the four regional CINCs who oversee military interests. All four star Generals and Admirals are senior commanders in Europe, Latin America,Middle East, and the pacific.
* No changes in the number of forces overseas.
* Suggests the current active duty force of about 1.4 million is the correct sizeto handle broader missions.
* Sen. John Warner (R-VA) of the Senate Armed Services Committee, during hearings on the QDR, suggested a congressional review of The Posse Comitatus Act of 1878, which prevents the military from having police authority over U.S. civilians except in extreme emergencies.
