    This one I'm ashamed of, because it is my hometown's police chief.

    Police chief is caught cruising cybersex sites

    The police chief of West University Place got a little too much of the naked truth while cruising cybersex Web sites from his office computer, an investigation found.

    An Internet surveillance computer program, which traces users' steps, led straight to West University Police Chief Kevin Begley, 52, after it was installed in the city's computer system in November.

    "He was very forthright with me, admitting it was a very serious error in judgment," West University City Manager Sherman Yehl said Tuesday. "He apologized for making that error and offered to resign."

    Yehl declined to accept Begley's resignation. Instead, the chief will be docked about $3,000 when he goes on two weeks of unpaid administrative leave in March.

    Begley, chief since 1999, was out of town Tuesday and could not be reached. City officials said he voluntarily went into counseling.

    Yehl decided to monitor city computers after Fire Chief Terry Stevenson voiced concerns that some Fire Department employees may have accessed inappropriate Web sites.

    Although the program found evidence that sexually explicit Web sites were accessed from four city computers, the sessions on three were infrequent and could have been accidental, Yehl said. Two of the three were work stations where employees share the computer.

    "However, at the work station in the police chief's office, there was a pattern that showed there were frequent visits to these sites during a six-day period," Yehl said.

    According to the surveillance software, Begley made 34 visits to cybersex sites, spending about 3.4 minutes a day perusing porn.

          A whole 19 minutes a day!

          Personally, I think that yes, he probably should have had something better to do at work, but I know plenty of people, cops and civilians, that spend more than 19 mins. a day goofing off.

            ummm that was 3.4 minutes a day night but I can see your point who doesn't spend time goofing off at work and 3.4 minutes is hardly any time at all once you get past all those stupid banner adds LOL

              Hell, at 3.4 mins per day, I'll change what I said on the subject.

              Screw them. If they have nothing more to do than worry about the Chief (or any employee)wasting less time than most people spend in the bathroom, then someone in City Hall needs to get a f-ing life.

              2 weeks pay is a helluva a lot to give up for less than 3 and a half minutes a day. Hell, 3 1/2 minutes doesn't even affect an hourly employee.....they have to make it to the 7 minute mark to get paid to the next quarter hour. And I bet the Chief is on salary.

                LOL I guess it was the principal of the thing. They are monitering who is doing what when to make sure that the employees are not using the web to distract them from their jobs but they are also the ones who provide the internet to those same employeees. I remember a time when you didn't have a computer at your work let alone the internet. Heck if empoyers are soo worried about the internet eliminate it from those work areas. Is this such a hard concept?

                  Last year we had a BIG investigation into the fire department substations viewing porn sites on city time & city computers. A couple of firemen resigned, one was fired, & about 14 or 15 were given some form of reprimand or suspension. They were WAY more than 3.4 minutes a day but viewing on city time & city computers is the issue. People who rate themselves very high as taxpayers get upset over such things. I can remember back when several supervisors desks around here had Playboy & other such magazines in them. Then one day the Chief suggested that all such reading material be removed. It's a public image thing. You can't have even rumors of such get out to the public.

                    Hope they don't check the stations in New Orleans. This week is Mardi Gras we will see enough real stuff we won't need the magazines or any computers for a while.

                      When it truly comes down to it, what is the difference between wasting a whopping 3.4 minutes on a porn site and 3.4 minutes checking personal email, visiting amazon.com to buy a birthday gift or visiting any of the thousands of non-work sites that people do?

                      I'll go out on a limb and say the Chief has his own office, which eliminates the chances of someone walking by and being offended........ So I wonder how many were punished for checking their yahoo mail or looking at Oprah.com?

                        I think the entire situation is a crock of crap. Considering the time involved here, so what. If some uptight tight assed idiot becomes offended, let them.

                        There is too damn much of this "spying" crap going on in the work place. If somebody is doing a good job, leave them the hell alone!
