That's in Russia for one, the other thing is it would be an illegal alteration to a vehicle registration plate. Most likely it's a high reflective film that supposedly overpowers the flash from a camera thereby making the coated numbers not visible. A red light camera is probably a bit more advanced than the camera on a cell phone anyways, so the demonstration isn't a good comparison.

Looks like they're applying characters cut from peel-and-stick reflective film. Any sign shop with a vinyl cutter could make those. It might well work for plates with black characters on a background that reflects white. In other cases, the color would be off and probably catch a cop's eye.
