I didn't read the whole article, so I don't know if it explains what led up to this. However, I did read where the author referred to the PD spokesperson as a "shill"; that was one of my tip-offs. The other one of course was the title.

It'd be against our policy for the taser. A lot of people don't realize though that using a taser, when used properly and in situations where it is not a terrible idea (ie at the edge of a bridge or around flammable materials), will a lot of the time result in a much lower chance of injury to both suspects and officers.
