A friend of mine told me the following story the other night. I believe it to be 100% correct.
A bloke was pulled over for a random breath test for alcohol by HWP from my region. He was well intoxicated, and asked to "blow the bag".
The bloke stated he was "a member of the service" etc... He was tested and blew high rance PCA (prescribed concentration of alcohol). He was arrested.
As it turned out, he was a CIVILIAN from the Healthy Lifestyles Unit, who are responsible for all the random alcohol testing of NSW Police officers, and drug and alcohol testing after critical incidents.
This is the unit that also goes around to police stations and tells cops they drink too much, and how to live their lives generally...
