Vandalism -- Please help!

What is the most that the police can do when a car has been vandalized, the victim knows who did it, and there were witnesses?

In Kansas we can take the report, talk to the witnesses, and talk with the suspect. If we believe there is a good case against the suspect, we will ask for a complaint to be drawn. If the prosecuter believes there is a good case, the complaint will be drawn up, and you would have to sign the complaint. Once that was done, you, your witnesses, and the suspect would have to appear before the judge. From there it's up to the judge!
