Who decides?

I'm just wondering if anyone here knows who makes the final decision with the Tampa PD as to whether someone is accepted into the scholarship program (conditionally hired)? I have completed the written test, PAT, B-Pad, background interview, and polygraph and am now waiting on my BI to be completed. Also, anyone happen to know how long this usually takes?
