    it's been there. it's just been easier to ignore since the 80's. you may remember seeing a variation of the current outrage in the late 60's and early 70's. at the time it was in the form of anti-war protests and culminated in one Prez stepping down as a result of abuses of power. the bigger question now is along the lines of, "Wow! How could this have happened? I thought we fixed these things in the 70's."

        Your USSC acronyn means the Supreme Court of the United States and not the United States Sentencing Commision that advises congress, ok. You have a case to refer to that deals with federal funding to local governments since you seem so certain that it's Kosher to do so?

          Really? Can you not figure out a few letters? But if you want to be a smart ***.. you should have put the 'o' in bold also because the proper shorthand is SCOTUS.

          There doesn't have to be case law on something if it hasn't been challenged. Perhaps you should test the waters... you seem smarter than those stinking judges
