FORT WORTH - Jimmy Watkins is about to become one of the most closely watched probationers in Tarrant County.
Two years after a jury gave him probation after convicting him of murdering his wife, Watkins is finally serving his sentence in the community, but his movement is restricted and he can't go anywhere without Tarrant County officials knowing about it.
Watkins, 35, is one of only about a half-dozen people on probation in Tarrant County who are being monitored with the global positioning satellite system.
Probationers assigned to the system must always wear an ankle monitor and carry a small bag that send a continuous signal to a satellite. The system is more effective than the electronic monitoring system now in use, officials say, because it tracks a person's precise location at all times. If the monitor is removed, officials know where the person tampered with the system.
