to quarterback directly with officers down there as DART appears to have
this chain of communication in place for info to be passed on.

911, how I aided in keeping our PD out of the streets was having known
someone who escaped TOWER 2, he gave his wife details who passed them to
me that way we were actually ahead of news coming in as so much
communication was lost due to the travesty.
As it turned out my friend's husband was also a ham radio operator. The
media and government overlooked their role in aiding with 911
communication but it is a definite to communicate with ham radio operators
and provide their details to officers/departments down there.
Ham Radio operators have the experience of this disaster under their belt and a network in place. But you need to start with one person well connected otherwise communication will be disastrous.
Also on 911- both in DC and NY, Verizon seemed to have been the network
that worked. Officers should consider borrowing a cell from that provider
to take along as a back up phone as cell service is spotty.
