Assuming you mean a deputy sheriff (the sheriff himself probably doesn't get out on the road much): if the Monmouth County citizen is in Essex County, definitely. If they're both in Monmouth County, almost certainly. A Essex County Sheriff can pull anyone from anywhere over as long as they are in Essex County.
If it's a really bonehead move he can pull you over in another county and have a cop with jurisdiction come and write the ticket.
