  • Very courteous officer gave me a ticket and asked me to file a declaration

Hi. I recently got a ticket for turning left out of a school parking lot in which there is a no left turn sign. I apologized, admitted I was at fault, explained it was really a hectic morning, and conceded I should be more careful. As he went back to his vehicle, he said "let me see what I can do for you," and returned with a ticket. He then said he appreciated my honesty and respectfulness and said, "do me a favor, file a declaration because it'll go to my desk." My question is whether there's an angle or is he trying to help me out? If he's trying to help, why not just issue a warning? I certainly don't want to perjure myself and my declaration wouldn't say anything that'll contest the facts if the ticket (i.e., my illegal left turn). Any advice? Thanks!

He may have been on a traffic detail or otherwise have limited discretion through his agency policies. My initial impression is to take it at face value.
