I understand every department is different. But, what is typically the next step after the BI hands over file to chief. BC was just completed. Have not taken psych or med evaluation yet. Does chief decide based on BC information, if candidate will be able to continue to psych and med evaluation or be disqualified ? Or Is it a waiting game to be contacted to schedule these evaluations? And after theses evaluations, the chief will make a decision?

You are correct -- every department is different. How do you know that the BI went to the chief? The next step is that someone/s will review the BI.

I believe most places do medical/psych/drug screen after everything else, after a conditional offer of employment, so that medical information isn't used to make a hiring decision beyond "qualified or not".
