If a department says that they have 3 openings do they typically only hire 3 people to send to academy?...if not, how many additional would you expect?
How large are average academy classes?

Edit: Ha...yeah, of course, but maybe you can give me a range? I could also let you know that I am mainly looking at cities with populations of 100,000-250,000. I believe that the cities have a county academy which all recruits go to. I know that one of the agencies has about 60 patrol officers.

Agencies are usually budgeted for X amount of recruits so they hire only the number that was approved and no extras. The size of an academy class varies on the size of the agency and whether thay have their own academy or send the recruits to a larger academy. You'll get 100 different answers from 100 different agencies.
