If ive been to university head shrinks for psych issues, and also a few times to regular MDs outside of school, is that a DQ? It was not for death in family or any regular stuff like that.

These issues should not come up on the background. Your BI is not qualified to discuss medical and psych issues and the Americans with Disabilities Act prohibits employers from inquiring in to medical matters except in connection with a bona fide offer of employment.

Should you reach the stage where a department is ready to offer you employment, these issues will be discussed with the department physician and shrink. Whether they will have a bearing on your eligibility will depend on if they meet the department's criteria for DQ, which will vary from agency to agency. While these are California standards, they are fairly common throughout the country.
