Street Legal ATV/4-Wheeler?

This is for NYS LEO's or anyone that knows the Law.

A friend of mine wants to build a street legal 4-wheeler. AKA a crotch rocket on 4 wheels. I am 99.9% sure that this cannot be done, in this state (NY), let alone the country. I remember it being a big deal when they released a Street Legal 4-wheeled motorcycle in Europe.

My question is, where can I find this law in writing so that I can support my argument and help him from wasting his time?

If anyone can recite the law, without giving me a link to view it for myself, that would also be a big help.

Can't tell you for NY, but you could register that thing on the roads out here.

ATVs are not legal on public roads in TN (unless crossing at a 90 degree angle).

What I'm about to state would apply in Alabama, and possibly in NY. Just off the top of my head, the vehicle would have to be equipped with DOT approved headlights, tailights, brake lights, turn signals, and rear view mirrors. In order to carry passengers, it would have to be equipped with sufficient seat(s), and foot boards or pegs for a passenger. What I've mentioned would be basic requirements. Laws vary from state to state, so you should check the specifics of New York Law.

Why dont you get one of the VW Beatle conversion kits? They turn them into legal almost ATVs.

JI603 is absolutely right. In the Free State of Arizona, we see street legal ATV's all the time. The only 'extra' besides what the manufacturer puts on those versions, is most have a red flag on a fiberglass pole, to help the cars see them.

I have seen them in town with a deer (they are too small for Elk) on the front, and a rifle rack on the back. Most officers just want to know a) where you got the deer and b) what kind of rifle!

Register it with license plates, add a horn, add rearview mirror, add turn signals. Legal to drive in Idaho.

In fact there's kits you can buy at the sporting goods stores to make them street legal.

NO, it is not legal to operate an ATV on the highways of New York State.

New york State Consolidated Law

S 2403. Operation of ATVs; where permitted. 1. Highways. No person
shall operate an ATV on a highway except as provided herein. (a) An ATV may make a direct crossing on a highway other than an
interstate highway or a controlled access highway, provided:
(i) the crossing is made at an angle of approximately ninety degrees
to the direction of the highway and at a place where no obstruction
prevents a quick and safe crossing;
(ii) the vehicle is brought to a complete stop before crossing the
shoulder or main travelled way of the highway;
(iii) the driver yields the right-of-way to all oncoming traffic that
constitutes an immediate hazard;
(iv) in crossing a divided highway, the crossing is made only at an
intersection of the highway with another public street or highway, and
(v) if the crossing is made between the hours of one-half hour after
sunset to one-half hour before sunrise or in conditions of reduced visi-
bility, only if both front and rear lights are lighted.
(b) An ATV may be operated on any highway which has been designated
and posted as open for travel by ATVs in accordance with the provisions
of section twenty-four hundred five of this article. 2. Public lands other than highways. No person shall operate an ATV on
any public lands, waters and property other than a highway, except that
an ATV may be operated on any such lands which have been designated and
posted for travel by ATVs in accordance with the provisions of section
twenty-four hundred five of this article.
3. Private property. No person shall operate an ATV on the private
property of another without the consent of the owner or lessee thereof.

Solid rear axel paired with off road knobby tires makes ATV's a poor choice for pavement.

Just buy a T-rex. it's cooler.

I have found a set of radials for my ATV... and my area is not the most populated and would be nice to ride around and not ahve to go buy a motorcycle.
