In Michigan you can do this if the street is one way. My question, does this apply to an freeway on-ramp since that is technically one way?

As Gene stated it, it's also the law here in MA.
That said, I can tell you that very few officers in MA know that a left on red can be legal (1-way to 1-way). I have seen someone get a ticket for this perfectly legal action in a city not far from me.

If the intersecting roadway to the off-ramp is a one-way, you could legally make a left turn as long as there is not a traffic legend telling you otherwise and you do it properly.
