I can't answer for other states but in California, an authorized emergency vehicle is (among other things) any publicly owned vehicle operated by the following persons, agencies, or organizations:
(1) Any federal, state, or local agency, department, or district employing peace officers, for use by those officers in the performance of their duties.
I suspect other states have similar laws.Going too far is half the pleasure of not getting anywhere

If I'm lucky enough to become a LEO I'll be sure to stop it. Especially within my first year out of the academy while I'm still on probation. I'm sure I will get brownie points for doing my sworn duty and treating everyone equally under the law.

I've set up quite a few presidential motorcades. One of the "benefits", or more accurately "pains" of being in a capital city. Worked details on every president since Jimmy Carter and had my picture taken with all of them except Carter. When the motorcade rolls whether the president's vehicle has red/blues is the least of your worries. They are fun to set up and run and a lot more fun after AF-1 is wheels up and the detail is over. Would hate to do that day in and day out, several times a day. Every USSS agent I've ever worked with on the details has been great and lots of fun.183 FBINA

Let's not forget that all vehicles owned by the government are government vehicles or mostly GSA vehicles, and tend to be exempt from most State Laws to begin with (as far as the vehicle, not the idiot driving it). As long as the vehicle is used for emergency purposes (which Im pretty sure being the president's ride classifies as), it's an emergency vehicle. I've seen GSA vehicles plucked from a motor pool, put a red light in it.. and suddenly it's officially an emergency vehicle.

I was a motor when Clinton came to Las Vegas and I was on the presidential motorcade. It's something I can tell my grandkids. After the day, myself and another motor escorted the presidential cars, to Nellis Airforce Base and they were loaded onto a C-141 transport plane to be flown to his next stop.

Why does it matter? What are you going to do if the USA 1 came barrelling down your streets lights and sirens? Try to stop them? Even if it's not an "emergency vehicle" there are times when it's ok to break the law. This is one of them. Have we considered the fact that it's being driven by federal law enforcement agents? That ought to be enough on its own, but try to stop them and send me a letter from the hospital telling me what happened, lol.
