    Stealing music

I am in the process of filling out an application for employment for a gaming enforcement officer. There is one question on the application that I have had a problem trying to figure out. The question is reworded 3 times thoughout the whole application, but here is the just of it.

Steal anything in your entire life, including shoplifting?

Now personnally, nobody is perfect and I have downloaded music off the internet. Now would you guys say is this stealing?
