That guy is a complete idiot......I would definately charge him with simple assault but possibly aggravated assault for hitting the guy with the skateboard and kicking him depending on how badly the victim was injured. I would also charge him with disorderly conduct and if he did any damage to the car when he rode his skateboard on it i would charge him with criminal mischief. He could also possibly be charged with recklessly endangering another person. I couldnt tell if he said anything to the guy before hitting him but if he did and depending on what he said I would also charge him with terroristic threats. ANd just for the fun of it I would throw in a harassment charge also. Thats all I can think of off hand.

In my opinion, he would be charged with only one offense: WWSSUA. Loosely translated it means "walking with skateboard stuck up a**." Not a felony, but appropriate.
