        Woah! Thanks... this is gonna keep me busy for a while! But when it comes to local level - city, county and state, that's pretty much it what i covered? Just wondering because all federal positions require citizenship but the local departments are sometimes more flexible and allow permanent residents to apply.

          You won't walk into an investigators position with a local agency. You need to put your time in on the road, first.

                    There really is no such thing as a "State Bureau of Investigation special agent" in California. Each State department in California may or may not have their own investigative units. Most are set up to investigate fraud in their respective fields, i.e. Insurance, Medical Board, Dental Board, etc. Most of the positions are sworn, but not all, it depends on the department. The State Bureau of Investigation you may be referring to is the California Department of Justice.

                    Some of the CA State agencies to consider are:

                    Alcohol Beverage Control (ABC)
                    Department of Motor Vehicles (DMV)
                    Department of Insurance (CDI)
                    Franchise Tax Board (FTB)
                    Dental Board
                    Medical Board
                    Bureau of Automotive Repair (BAR)
                    Horse Racing Board
                    Lottery Commission
                    Social Services
                    Employment Development Department (EDD)
                    Contractor's State Licensing Board (CSLB)

                    These are just a few of the State agencies that have investigative positions. Most positions can be applied for with just a bachelor's degree or a combination of education and law enforcement experience. It just depends on the Department.

                    Currently my department (CDI), the minimum qualifications for applying are a bachelor's degree in Criminal Justice, and they are working on opening that up to any bachelor's degree.

                      Another thing that hasn't been covered is FD/Arson Investigator positions, in most states they are sworn and armed LEOs, I recently got chatting a a friend of a friend who is now an Arson Investigator in LA and it sounds a really interesting job.
                      It is not the bullet with your name on it you have to worry about it is the one that is marked to whom it may concern.
