My parents are driving from Florida to New York City this month for a visit.My dad has a handicap parking placard issued from Florida.Can this placard be used in other states or just the state it is issued in?

It is valid in any state of the US as well as Canada, and all US possessions.

In NYC it will only be valid in parking spaces marked for the handicapped, and almost all are in parking lots.
