    Given today’s ever-changing threat environment, business owners and operators should consider
    having an incident management plan for an active shooter event or hostage taking at their
    facility. Successful plans will include components on: communication with employees; employee
    accountability; familiarization with local emergency responders and understanding the services they
    offer; coordination and communication with first responders; and a public affairs component. In
    turn, emergency responders must be familiar with their jurisdiction’s facilities.

    The Orange County Intel Assessment Center (OCIAC), with support from the U.S. Department
    of Homeland Security (DHS), is addressing this need with its latest Security Seminar and Exercise
    program aimed at fostering communication between commercial facilities and their local
    emergency response teams in response to an active shooter event. This one-day facilitated
    seminar will focus on emergency responder and facility coordination, interoperability capabilities,
    communications protocols, best practices, and integration of local assets.
