There is an iphone/itouch app that has somewhat of a tint meter on it. More importantly, it lists all of the tint laws for the states. Not sure if it stays up to date, but it's a decent app.

There is a new model Window Tint Meter on the market for those LE officers/Troopers/Deputies who are interested. It is called TINT CHEK Model TC2800. It is very similar to other competitor models out there today and operates the same. Cost is $129 per single unit and includes a small case. Quantity discounts are available. Unit is durable, well built, accurate, and easy to operate.

I usually do not mess with out of state drivers. I use the tinted windows as probable cause for the traffic stop. I do not cite them because I am looking for criminal activity or suspended drivers.
