Best Program

I am sure there will be different opinions on this matter, however i am curious. Which California department has the bes K-9 program and why ?

Of course that would be ours! Honestly everyone has different programs and approaches. Our K-9 teams are strictly drug interdiction. Ventura City and County both have very good programs with patrol/drug dogs. A retired lieutenant from Ventura Police supplies the dogs and trains their personnel and they have a great reputation. But who has the best? That's impossible to answer....
