Yeah, what Curt581 said and: (in my agency only mind you)

-Get rid of Performance Enhancement Programs (ie. "quotas")
      -Get rid of DARE
-Get rid of GREAT (here, the sorries don't do/know anything)
-Get rid of the Community Relations Division...that's what Neighborhood Services already does.
-Get rid of any unit tasked with information gatering which never has any information.
-Get rid of Domestic Violence/Burglary/and Stolen Auto detectives
-Get rid of brain deads from pertinent units like the person in Intel who put out the "M" in MS-13 stands for Mexico?????
-Get rid of promoting 'house cats' who spent their time avoiding the streets to command positions of an operational nature...maybe have some requirements like policing ability, knowledge, skill, and leadership stuff for various positions.
-Get rid of brown nosers by instituting an anti-sucking up General Order. (punishable by termination if found guilty of such an abhorrent act)

...Um, this list might get too long, so its best to stop here.

DARE is a good program. I had DARE when I was in the sixth grade and the Baltimore City Police Officer that taught the class was the first positive role model I had in life. He is the reason I am not a drain on society and the reason I wanted to be a Police Officer. I owe him a great deal.

          OUCH! Off the top ropes...

Actually, I'd start by getting rid of the Sheriffs in this state, just like CT did. They fly around the country and go to the conventions and see all the toys and neato stuff other Sheriffs have. Then they want the same thing here.

            I'd get rid of
            1) Chief Deputy: He is our C.D and K-9 officer. Sits in the office most of the time and still collects overtime. 800 hours of overtime in 2004 for him.

            2) Detective: spends most of his time watching porn and surfing the internet. The only real thing he does is bad checks anyway.

            3) Jail corporals: They have no real authority anyway and aren't even in the command union.

DARE brings in alot of money for us, cause people and businesses love him. I would make it a fulltime position. As far as the programs usefullness. I can't see it.

Glad to hear that, there's nothing wrong with a good role model ... but like all 'big brother' type programs it should be voluntary and secondary (Off duty). PAL, is in a similar boat.

The only problem with B-more is too many parents don't care to be, too many teachers don't want to be bothered with teaching, and too many communities have given up. So, they all sit around waiting for the Police to do their jobs for them ... and I'm certainly not for that.

                I did

eleminate DARE as a revenue drain, and put two dare officers back on the street.
                eleminate whistle chains and whistles.
                allow sneakers
institute testing procedure for all supervisor promotions.
Retired before everyone started to hate me for all the changes

Oh, it would be a glorious return to the days we were allowed to be cops. Instead of trying to "reach out" to the turds with program after program to show how much we care I would go on TV and say "The party is over s%$theads.....if youre on the corner slinging rock, and you run from my guys..we will whip your tail. If you flip me the bird as I ride down the street past you so you can look cool to your boys, we will get out and show you where you can put that finger. We have tried in vain to get respect through coddling, which obviously hasn't worked....so we're going to go back back to the ol' tried and true.....FEAR....
