I guess I'm out of the loop or something, but what is a Crime Prevention Specialist? Aren't most proactive officers crime prevention specialists?
Anything worth shooting is worth shooting 3 or 4 times.

Out here, they are civilians, but they go around to businesses and do site assessment surveys and tell them what they can do to make the business safer and less of a target. They will also go after robberies and tell them what they can change to make it less of a target in the future. On top of that, they organize meetings with the public as well as public awareness events. Essentially their job is to increase awareness and help educate potential victims before crime happens.

Let your watchword be duty, and know no other talisman of success than labor. Let honor be your guiding star in your dealing with your superiors, with your fellows, with all. Be as true to a trust reposed as the needle to the pole. Stand by the right even to the sacrifice of life itself, and learn that death is preferable to dishonor. ~ Gov. Richard Coke, October 4, 1876

On this side of the country (or atleast in my state) a lot of Depts have Officers who do this in addition to their regular patrol duties. No Civilians around here I know of do it.

There is a 40 hour course here in TX. I took it, it's a combination of crime prevention, and also certifies you to conduct home inspections for people, which allows up to 20% off their annual insurance premiums. You are actually certified through the state as a Crime Prevention Inspector, and will receive a TCLEOSE certificate upon successful completion.

Most of the duties are the same, and many of the civilians we have doing it are actually retired police officers.
