Can't answer the first part of you question as I'm no a Baltimore officer. I did, however, grow up about 20 minutes south of there so I do know the area. Towson, Pasadena, parts of Glen Burnie are all nice. It's really going to depend on what you're looking for. I would avoid Brooklyn Park at all costs though. I've had some bad times there.

Brooklyn Park is not nearly as pucker-inspiring as the Borough Brooklyn, however for the area it seems to draw all of the clientel that a law enforcement officer deals with on a daily basis. For a LEO to live there would be a very bad idea.

I keep hearing about towson. I'm from Brooklyn NY, the word Brooklyn in itself is prob a bad idea. haha

No, not all of Brooklyn is bad. But it's kind of like a molded piece of bread. Do you rip off the piece with mold on it, or just throw the whole thing away?
