After graduation from the Academy, what are the chances of getting to select where you will be stationed?

When you first start the academy, you will get a "Wish List" where you choose 3 Troops. They will place you according to what you select as long as they are able. Some people get close, some people do not. A buddy of mine graduated in 62nd and he was placed on his 3rd selection. Not too bad.
