Warning issued in search for 'dangerous' fugitive

09:19 PM CDT on Thursday, March 29, 2007

    By REBECCA LOPEZ / WFAA-TV

    Maximo Garcia-Carrillo

DALLAS - A man sought by police with a warning of using extreme caution if spotted may also have ties to Wesley Ruiz, the suspect in Friday's fatal officer shooting.

Police have called Maximo Garcia-Carrillo armed and one of the most dangerous men in the country. He is also known to travel with bodyguards carrying rocket propelled grenades.

While Carillo's last known address sits in the heart of South Dallas in a quiet neighborhood, his whereabouts remain a mystery.

"Maximo Carrillo needs to be off the streets," said Deputy Chief Julian Bernal. "...Maximo Carrillo is a high level drug dealer from south Texas and is known to have body guards and paramilitary type equipment."

Federal sources said Carrillo is a high level "enforcer" for the notorious Gulf Cartel. He is said to be a second generation member of the Zetas, which is a group of former Mexican commandos trained in ground air assault. Sources said members go through an intense six week training course to polish their combat skills. V

Violent enforcers for the cartel, they are said to kill those who get in their way of smuggling drugs into Texas and were responsible for the murder of a Nuevo Laredo police chief.

"What is important to know now is that pretty much the Zeta organization and the Gulf Cartel are pretty much one," Bernal said.

Sources said Carrillo is in charge of making sure drugs get from the border to Dallas and has ordered or carried out hits on people.

As for his connection with Ruiz, when federal authorities believed Carrillo was at the home in South Dallas, they placed it under surveillance and said they spotted Ruiz coming out of the house.

Ruiz allegedly killed a Dallas police officer just days later after being seen leaving the home.
Police said they found a large amount of drugs and an assault rifle in his car, but don't know if the drugs came from Carrillo.

Meanwhile, police have launched a statewide manhunt for Carrillo.

RPGs...the more reason to have paramilitary police organizations. Even DPD SWAT would have a hard time with RPGs.

Wow, so they didn't catch the guy who shot the officer? I thought there were other officers on the scene at the time?

They did catch Sr. Cpl Nix's killer. Ruiz is in jail now, unfortunately survived his injuries. Incidentally, Ruiz's brother was in jail the following day and was apparently bragging about his brother killing a cop. The brother landed himself in the hospital after another inmate beat his ***.

Carillo is just one bad mofo who is wanted for unrelated reasons.

Do inmates tend to beat up on cop killers on the same level as child molesters?

Thanks for clearing that up. I'm curious if Ruiz's brother was beat up for his bragging of cop killing... you wouldn't think that would bother too many inmates?

Depends. If they're an old con, they don't necessarily like that. There are a few different types of convicts. I've been in some situations, and believe it or not, some convicts won't hesitate to back up an officer. Their beef isn't with you, unless you make one.
