Can anyone enlighten me on this issue.

Does this apply only to driving outside city limits? How far or close do you have to be for the law to apply? Is DPS the only one that can enforce it?
Also DPS can actually write warnings right? Do these warning show up on TX DL checks for all agencies or can only DPS see these warnings? How long do the warnings show up for?
