The state trooper accused of receiving oral sex from a porn actress during a traffic stop had been the subject of a complaint from a female motorist in 2000, the state safety commissioner said this morning.
Trooper James Randy Moss was never disciplined in that incident. Safety Commissioner Dave Mitchell said he wants that case reviewed, but he did not disclose further details.
