  • Mount Vernon PD upcoming exam

    I am thinking about applying to this exam, but have a few questions?

    I'm in pretty good shape, but I could work out a little more, How many push ups/sit ups does the physical entail???

    I live in NYC, do they hire more Mount Vernon residents as opposed to out of area???

    How is this department overall? Morale? Assignments?? etccc

    Any and all advice is appreciated

    CITIZENSHIP IS A REQUIREMENT FOR APPOINTMENT. IT IS NOT NECESSARY FOR ADMISSION TO THE EXAMINATION.

    RESIDENCY: Applicants must have been legal residents of Westchester, Nassau, Putnam, Rockland Counties or the 5 Boroughs (Bronx, Manhattan, Brooklyn, Queens and Staten Island), for at least three (3) months immediately preceding the date of the written test and continuously until the date of appointment. Preference in appointment will be given to successful candidates who have been legal residents of the City of Mount Vernon for at least three (3) months immediately preceding the date of the written test and continuously until the date of appointment. A CANDIDATE'S RESIDENCY WILL BE INVESTIGATED AND VERIFIED BEFORE APPOINTMENT. Candidates are responsible for reporting, IN WRITING, all changes in name and/or address directly to the Civil Service Commission, City of Mount Vernon, Roosevelt Sq., Mount Vernon, NY 10550.

    AGE REQUIREMENT: Candidates must be at least 19 years old on or before the date of the EXAMINATION TO TAKE THE TEST. Eligibility for appointment as a police officer begins when the candidate REACHES AGE 20. Candidates who reach their 35th birthday on or before the date of the written examination are not qualified except as follows:* Candidates May have a period of military duty or terminal leave up to six years, as defined by Section 243 (10-a) of the Military Law, deducted from their age for the purpose of determining whether they meet the age requirement.

    *Section 58.1(a) requires that applicants not be "more than thirty-five years of age as of the date when the applicant takes the written examination…" Candidates who may be impacted by the maximum age requirement and who are requesting an alternate test date (for active military duty, Sabbath observance or for an alternate test date situation which meets the conditions of the agency's alternate test date policy) are advised to contact the Mount Vernon Civil Service to discuss your request.

    TRAINING: There will be a training program to prepare applicants for the written part of the exam. Notices will be sent to qualified applicants of the date and place of this training program. There will be no charge for the training program.

    EDUCATION: APPLICANT MUST BE:
    1. A High School Graduate: or
    2. Hold a High School Equivalency Diploma issued by an Education Dept. of any State in the U.S.; or
    3. Hold a comparable Diploma issued by any Commonwealth, Territory or Possession of the U.S. or by the Canal Zone; or
    4. Hold a report from the U.S. Armed Forces certifying successful completion of the tests of general education development, high school level

    NOTE: Applicants who do not possess a High School Equivalency, are eligible to take the examination, but will not be eligible for appointment until they obtain an equivalency diploma. For information on how to obtain a NYS Equivalency Diploma; write to the New York State Education Dept., Albany, NY 12224.

    APPLICATION FEE: A fee of $25.00 is required for this examination. The required fee must accompany your application. Send a MONEY ORDER ONLY payable to the City of Mount Vernon and write the exam number on the money order. CASH AND CHECKS WILL NOT BE ACCEPTED. YOU MUST HAVE A MONEY ORDER... As no refund will be made, you are urged to compare your qualifications
    carefully with the requirements for admission.

    Candidates must be physically strong and active and free from all mental and physical defects, deformities or diseases that would interfere with proper performance of the duties of the job. Hearing and eyesight must be satisfactory.

    Candidates shall be of good moral character, in excellent physical condition, demonstrate clarity of oral expression and shall cooperate fully with the Civil Service Commission and the Police Department in their investigation into the candidate's background.

    Driver's License: Candidates must possess a valid New York State Operator's license at time of appointment.

    SUBJECTS OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment. Only your score on the written test will be considered when computing your final score. In addition, candidates must meet the physical fitness and medical standards prescribed by the Municipal Police Training Council. Candidates must pass the written test in order to be scheduled for the qualifying physical fitness test. Candidates who pass the qualifying physical fitness test and who are given a conditional offer of employment will be scheduled to take the required medical examinations.

    WRITTEN TEST: The written test will be designed to test for knowledge, skills and/or abilities in such areas as:

    1. MEMORY FOR FACTS AND INFORMATION: These questions test for the ability to remember facts and information presented in written form. You will be given 5 minutes to read and study the information in the Memory Booklet. After the 5-minute period, the Memory Booklet will be taken away. You will then be required to answer questions about the material that was presented in the Memory Booklet.

    2. PREPARING WRITTEN MATERIAL IN A POLICE SETTING: These questions test for the ability to prepare the types of reports that police officers write. You will be presented with a page of notes followed by several questions. Each question will consist of four (4) restatements of the information given in the notes. From each set of four, you must choose the version that presents the information most clearly and accurately.

    3. READING , UNDERSTANDING, AND INTERPRETING WRITTEN INFORMATION: These questions test for the ability to read, understand and interpret the kinds of written information that police officers are required to read during their formal training period and on the job.

    4. APPLYING WRITTEN INFORMATION (RULES, REGULATIONS, POLICIES, PROCEDURES, DIRECTIVES, ETC.) IN POLICE SITUATIONS: These questions test for the ability to apply written rules in given situations similar to those typically experienced by police officers.

    The rating key for this examination will be established by the New York State Civil Service Commission prior to the date of the test, upon recommendation of a committee of police experts who will review all the questions for appropriateness and the key answers for correctness. There will be no review of the questions by candidates. This committee was selected with the assistance of and the endorsement of the Police Conference of New York, Inc., the New York State Association of PBA’s, Inc., and the New York State Association of Chiefs of Police, Inc.

    This examination will be prepared and rated in accordance with Section 23(2) of the Civil Service Law. The provisions of New York State Civil Service Law, rules and regulations dealing with the preparation and rating of examinations will apply to this examination.

    CONVICTION OF A FELONY WILL BAR APPOINTMENT, AND CONVICTION OF A MISDEMEANOR OR OTHER OFFENSE MAY BAR APPOINTMENT. THE USE OF CALCULATORS IS PROHIBITED FOR THIS EXAMINATION.

    QUALIFYING PHYSICAL FITNESS TEST – The three (3) elements measured in the qualifying physical fitness test are muscular endurance, flexibility, absolute strength and cardiovascular capacity. The following is a brief description of the physical fitness test.

    MUSCULAR ENDURANCE – The requirement is for a number of bent-leg sit-ups to be performed in one minute.

    PUSH UP – This test measures muscular endurance of the upper body (anterior deltoid, pectoralis major and triceps). The requirement is for a number of full body repetitions that a candidate must complete without breaks.

    CARDIOVASCULAR ACTIVITY – 1.5 mile run; the requirement is for the attainment of a score calculated in minutes and seconds.

    The Municipal Police Training Council adopted the physical fitness-screening test based on the model formulated by the Cooper Institute of Aerobics Research. The minimum passing scores, depending on age and sex, represent the fortieth (40th) percentile of physical fitness as established by the Cooper institute. Failure on a part of qualifying test will remove your name from further consideration for appointment.

    MEDICAL TEST: After conditional job offer, candidates must pass qualifying medical exams given under medical standards established by the Municipal Police Training Council.

    Copies of the physical fitness and medical standards are available upon your request.

    DUTIES: A Police Officer has personal responsibility for maintaining the public welfare through the protection of lives and property and by enforcement of all laws and ordinances in the area assigned to him/her. This is a position of civil responsibility demanding high level character, sound judgment and self-reliance. Does related work as required. POLICE OFFICERS WORK ON A ROTATING SHIFT BASIS,
    SEVEN (7) DAYS A WEEK, 52 WEEKS PER YEAR

    REVIEW AND APPEALS: There is no provision for either pre-rating review or appeal in this program. Candidates will be allowed to request a computational review only. The City of Mount Vernon Civil Service Commission reserves the right to choose only as many successful candidates from the written examination for further processing as may be necessary to fill anticipated vacancies.

    The New York State Dept. of Civil Service has published a Test Guide intended for candidate preparation use for this particular examination. This Test Guide contains important test-related information as well as sample questions similar to the questions that will be used in this written test.

    The New York State Dept. of Civil Service is making a copy of this Test Guide and other related information available on its Website at www.cs.state.ny.us/msd/map.html. In addition, a copy of this Test Guide can also be obtained at the Mount Vernon Civil Service Office. Please stop in the office at Rm 14, City

      they also hire alot of non residents and it is good to take any test just to take it. and the physical agility requirements are in the application details on the site. when i took it it was like 29 pushups and 37 situps in 1 min. the mile and a half was like 12:29 or so

              you should cross file all your exams that day if possible. i took the mt vernon last year 08 so im not going to take it again this year, there is also the nys university police test that day which i will file for

                You should have signed up to take the Mt Vernon test again in 2009. If you don't get hired for this January 2010 class then your name will be off any Mt Vernon list because the new list will be activated after this current test.

                    I am pretty sure NYS civil service law says that a list must be valid for atleast 2 years and can be extended for up to two - one year periods. This is how most departments keep their list valid for four years.

                    So I believe sc87 should be ok until the end of 2010.

                      Negative, the list can only be extended if no other test for the current position has been offered. Once this MVPD test in 2009 is given and the list is activated, all previous test lists will no longer be valid.

                        that is a good point 1 day recruit....i am currently scheduled to take my psych this upcoming week for mt vernon
