For anyone interested in the Saint Paul Police Department and it's history and legacy, here is an excellent case study that was prepared on the department by research associates at Harvard University.

I used this to prepare for my interview and subsequent contacts with the Saint Paul Police Department throughout the hiring process, and through the subsequent phases. It is not current, with the most recent information being from Chief Finney's term and his implementations to the department. Nothing in the case study since Chief Finney's departure.

It is quite lengthy due to its very detailed approach and analysis. I have read it multiple times and is one of the only documents that I have found on the internet in regards to the department. I have not found anything else that matches the quality of this paper.
